The notice that went out for the flash was not a recall notice. If you registered your vehicle with "My Ford" which then contains your VIN and model number, it will tell you if there are any recall notices for your vehicle. I did not have the flash(es) and there is no recall notice for my vehicle.
The notice did not state "mandatory". However, I will check with my dealer relative to your question.
