You need a new shop.
In the AM get in the truck and pump DOWN the air to about 60, start the truck and go thR side and watch the little piston at the turbo. [turbo-actuator]. The fan will shutoff about the same time as the turbo shaft will rise. You can hear the turbo spool up. If it doesen't, or pulses, or jijjles a lot you have 1 of 2 problems.
#1- you need a new V-pod, found at the lower RS of the engine block by the oil pan rail. crawl under and look for it.
#2- the turbo actuator leaks air, or does not respond to the air supplied from that V-pod.
Air TO the V-pod MUST be greater than 100 psi, air FROM the V-pod TO the turbo actuator will NOT exceed 74 psi. Basically greater pressure then faster turbo speed.
Sounds like you need a new V-pod. careful, I have gone thru 3 on 1 truck to find a good one. They are covered with a 1 year warranty though. Save the receipt.
