You need both the exhaust brake and the torque converter lockup switch when going down steep grades at highway speeds with a heavy trailer pushing on you. Downshift to 3rd gear (OD off) at the top of the grade, then turn on both the exhaust brake and the torque converter lockup.
Yes, the PCM will keep the torque converter locked down to 37 MPH as long as you don't touch the brakes. But if traffic or some reason causes you to touch the brakes, the torque converter will unlock if you don't have the lockup switch turned on.

It doesn't do much good at less than about 2,000 RPM. But when you're coming down the mountain with a heavy trailer, you'll be downshifted out of OD and probably running a lot more than 2,000 RPM. Typical for me is 65 MPH at about 2,450 RPM when descending interstate mountain passes, and the exhaust brake works great under that condition.
If you expect it to do any good when unloaded and in overdrive, you'll be disappointed. Unless you're a nutcase, your RPM will be less than 2,000, and the exhaust brake will barely be noticeable when you let off the "gas" to slow down.
