I believe he is saying that in the early model powerstrokes, the anti-drainback valve was in the hpop itself, whereas in the later model, as a '99 would be, the drainback valve was in the front cover. I would also recommend installing an Adrenaline HPOP as was previously stated. Check out dieselsite.com, they sell the Adrenaline pump and they can answer any questions you have regarding hpops.
