Vibration caused by steering arm?

Hi there,
I'm getting a vibration that can be felt on the steering wheel when going down the road.
I think I may have found the cause but I'm not sure.

I've greased and re-greased the ends of the rod that connects the steering arm (pitman arm?) to the tie rod on the passengers side and it doesn't seem to do any good.
The ends are always loose. I can grab the bar and make it twist with my hands and it can turn so far as to clunk against the tie rod.

Can this be causing my vibration when going down the road?
