It sounds like you need to check your voltages to the relay along with checking the resistance of the glow plugs. With the key off you should only have power to one of the large post of the relay. With the key on you should have voltage to both large lugs of the relay and battery voltage to one side of the relay. Then once the relay shuts off you should have battery voltage to both small lugs and only one large lug. As far as checking the plugs you'll need a digital vom. Unplug one of the plugs on the valve cover (there are two of them) and you'll see 5 pins. The glow plugs are the outside pins on each plug. The plugs should read between 1 and 6 ohms to be good.
