I'd say it has more to do with tires, brakes/rotors or wheel bearings.

The bar you are talking about being loose, that's normal. If you want to test it get a friend in the cab and have him rock the steering wheel back and forth with the engine off.

Any loose steering linkages will be easier to spot that way.
