The GVWR is the max weight you can have on the truck tires. So for an F-250 with 8,800 pounds GVWR, the GVW is the weight on the two truck axles when you are wet and loaded and sitting on the CAT scale. Add the front and rear axle weights to get GVW. If your GVW is more than 8,800 pounds, you're overloaded.
It doesn't matter whether the weight on the truck tires is from a tag trailer hitch weight, or a fifth-wheel hitch weight, a slide-in camper weight, or a load of something heavy in the bed. If the CAT scale says you have more than your GVWR on the two truck axles, you're overloaded.
