I don't know what kind of fuel or setup you are running. Your fuel pressure does not seem that low but with shim it is weird it did not increase. Maybe try by-passing your pre-pump filter if you have that. The only other thing I could think of is to replace you FPR. I heard the BB shim was a little too much around 100 psi? I think you can also get a rebuild kit for the FPR.
