No. The VIN won't tell you that, unless you use the VIN to obtain a "build sheet" from your Ford dealer's OASIS computer system.
The 4R100 with the PTO provision has a removeable plate on the side of the tranny case. The ones without the PTO provision don't have that plate. But that little plate was about a $300 option, so very few pickups that were not ordered to be converted into tow trucks or some other reason to want to install a $3,500 PTO and hydraulic system will have the PTO provision.
The PTO provision is not a PTO. It's just a provision that allows you to install a PTO. But the PTO provision includes the wiring to install the PTO and elevate the idle RPM to run the PTO.
