Okay, so after alot of google searches, I finally found some promising info. This is a link to a real IRS document. I read the whole thing and I would reccomend anyone who does this sort of thing read it also. Paragraph 1 on page 3 explains a 400gallon per quarter rule and is defined as "minor blending." From reading it, my understanding is that a fuel blend is legal to use on the road IF part of the blend is previously taxed. So a blend of pump diesel and (wmo, atf, wvo etc) is legal. I can't find any info on what percentage or ratio is legal, so I guess it doesn't matter. I keep a copy of this in my glovebox, just in case.
