I think they are talking about off-road petro (dyed diesel), not bio. This would be hazmat.

'Course in my experience w/ government, EPA definition of HAZMAT is: anything OTHER than pure, distilled water, and a wetlands is anything OTHER than Death Valley (but Death Valley is off limits too, cause it has endangered species in it).
