It is definitely for emission purposes. And it will set a code if you unplug it. Some guys have bought a spare and plugged it in instead and just wire tied it out of the way so the computer still thinks it is hooked up. It (the factory ECR valve along with the related exhaust gas pressure sensor) has been source of a lot of problems. The ECR valve is famous for sticking and the exhaust gas pressure sensor is knows to fail - at about 10,000 mile intervals. This is straight from the Ford mechanic. Ford is working on new designs for the pressure sensor.
