I don't know about the one from BlackCloud specifically, but I had a homemade setup on my '95 PSD to actuate the EBPV as a brake, and it worked pretty good for $10 worth of parts and 1/2 hours labor. It is not as good a a true jake brake, but it was great for holding speeds on steep grades wioth a load (ie, it won't stop you, but it keeps you from having to use your service brakes to stay within the speed limit...)
