If you are getting the "whoosh" noise, just about certain it is the turbo vanes sticking. As jetski stated, you will have code P2263, P0299, or an egr code will also set that is related, P0404. The tech can determine whether the exhaust pressure sensor is reading correctly by monitoring ebp, map, and baro...they should also be within .5 psi. Also monitor vgtdc, ebp, and mgp. If vgtdc is commanding 15% and ebp is above 50 psi, and it is overboosting, will need to check vanse on turbo for free movement.
