Block Heater cord

I was doing my first oil change recently when I noticed my truck does not have a block heater cord installed. Yes I looked behind the fog lights, and the connecter is there above the starter, but no cord. I had this truck delivered and picked up in colorado springs colorado back in february. Question is do I complain to my local ford dealer in San Diego, or not worry about it since i live in San Diego and will never need it? I believe, According to Ford, That the cord should come free if the truck was delivered in Colorado.
