Well first of all at 60 mph uphill and you boost is only at 15 and your pulling 14k, that aint a bad temp at all. The skipping sound your hearing is the turbo surging because your rpms are prolly under 2k. Try downshifting and keeping the rpms up and the boost a little higher.

Your temps aren't bad so don't worry about that part. Just need a little change in the method of pulling.
