No. The Exhaust Back Pressure Valve (EBPV) is post turbo wastegate and helps your rig warm up quicker by providing restriction on the exhaust when you start it up cold.
Sometimes they stick partially closed or they break and "flap in the wind". The restriction can cause excessive EGT's (among other things).
Something to check, anyway.
