Check the thermostat. Mine was doing the same thing. I didn't notice the loss of heat under low load conditions untill it got about 20 degrees and lower. I knew the rest of the system was good, and was stopping to check the temps of the engine with an infered thermometer. I also noticed ( on my truck anyways) that the temp guage would actually start to go back down if I was cruising, or idling. I swapped out the T-stat and it will heat me out of the cab without a problem. That is what fixed my problem anyways. Like usual the Ford dealers I talked to said they have never sold a T-stat for a 6.0L yet??!! Who knows.
