insufficient exhaust gas flow!

i've got a 99' f-250 with the 5.4 triton. recently the check engine light came on so i went to autozone had them pull the code and it came up with insufficient exhaust gas flow. the guy said it is either the egr valve (most likely) or its the egr sensor. replaced egr valve the light went off for 2 weeks and then came back on so next i pulled off the tube going from manifold to egr valve it seemed clean but i let it set in parts cleaning tank. figured i had it off might as well clean it. got the code reset and light came back on now what should i do get valve checked out maybe faulty valve change sensor.but i did realize while changing valves that whatever that thing is that the egr valve mounts to that is part of the intake had a build up in it. should i try pulling that off and cleaning it or what should be the next step takin??? any and all suggestions would be great!!thanks again!
