Bumping Noise In Floorboard ??????

Need some help folks. when going over rough ground or hitting a bump on pavement I'm getting a bump in the floorboard under my feet. I've noticed the "torsion bar", I think which runs from the front axle back to two braces that run up to the floorboard have a rubber grommet where they are bolted together. These rubber grommets on my truck are both worn out. Is this what is causing the bumping and if so how do I replace them??
