The "Bypass" that I am familiar with is on the filter housing, not part of the filter itself. If the filter were to clog to the point that the oil will not pass through it the bypass opens allowing unfiltered oil to get to the critical parts of the engine. Changing the oil filter at the proper intervals is extremely important to prevent the bypass from activating.
