I haven't heard of any new Federal taxes on diesel vehicles. Of course, I don't try to keep informed on state taxes or local taxes.
But the Feds do have new emissions requirements effective with any diesel vehicle produced beginning January 1, 2007. Those EPA requirements are going to be very hard and expensive to meet. International announced several months ago that they will probably have to raise prices on their trucks by around $10,000 per truck in order to pay for those new EPA requirements. I haven't heard a peep out of Ford yet, but I expect the price of 2008 PSDs to increase by at least $5,000 because of the ultra-low-sulphur diesel requirements and the tougher EPA emissions requirements.
There will be all sorts of junk added to the exhaust system. One Mercedes diesel schematic I saw showed three different kinds of catalytic converters, plus a particulate (soot) filter as well as the muffler.
