Injector pump weep hole leaking??? Time to rebuild?

Been having hard starting, engine cranks for 20-30 secs then starts...when I did this the last 2 times, I saw fuel leaking down from under the injection pump running on the top of the engine and onto the ground....probably about 4-6 ounces. As soon as the engine got warm (20 seconds) it stopped leaking and didnt leak the rest of the day.
Do you think this extra fuel leaking out is because the engine cranks so long ? I have also heard this is a seal leaking fuel, and that it usually signiifies a rebuild is needed? IF so, what are typical prices to get this done? ANy recommendations for less expensive shops in Ohio?

Thanks!
