Frankly it sounds like another "Armchair quarterback" article. The IDI was never "tuned down" from previous levels. In fact, it never got a turbo till the last year and a half or so of the run.
You can adjust the "max fuel" screw inside the IP, which will allow the IP to "overfuel" more. So much so that you are in danger of melting your pistons from the extra heat.
Powerwise, you can't really compare the IDI to the PowerStroke. They were both "state of the art" for their times, they just were different times.
