Hack saw will put metal shavings into the filter, negating the point of cutting it open.

Ask a few local mechanics if they have one. Or if you REALLY need one of your own, do a Yahoo! search of "oil filter cutter" you will get dozens of different options. You're looking at anywhere from $50 - $100 plus shipping.

On edit, the diesle filter is much larger than most automotive filters, so you will need to make sure the one you get can handle our large filters. They actually have pipe cutters that big, maybe bug your local plumber.
