Rubber radius arm bushings wear out pretty quick. One of the company trucks I used to drive was missing the bushings completely. They had just fallen off.
Pop your head under the truck, you can usually visually ID if the bushings are worn or deteriorated. If the bushings are good, they will be tight against the washers and bracket. If there is any space, they are worn.
