I guess I don't see, or read where the poster implied that Bush or Cheny used "dope" The poster, from how I read the post was insinuating that Cheney was a "dope".
Maybe if the sentence structure was thus, "Keep Shrub away from that dope, Cheney..." you'd have a valid point. But it wasn't.
