There are a lot of factors that can slow a site down:

1 - network connectivity (data centers hubs, switches and routers) can run amuck.
2 - higher than normal traffic / page hits causing high loads on the web and database server(s).
3 - DNS issues.

That is only a few, but some of the more common issues.

One that isn't so common is the server(s) file system and/or cache bordering max limits. The fine people that own TDS and the gazillon other web sites most likely house all of them on their own dedicated server. Having just one web site on a server this isn't so much a problem. The more sites you put onto one lone server (unless properly load balanced with a fail over system) this situation can and will rear it's ugly head at times. Easily fixable... once it's known by the person/people placed in charge of managing the server(s).
