Timing

I just had my injector rebuilt and the shop set the timing. My millage went from 9 to 11 mpg. I was woundering what the timing should be set to.
I have a 91 F-350 7.3L with a aftermarket ATS turbo. I have my boost set at 8 psi max.
I am still getting black smoke out the exaust and all over the mud flap.
