Since the above is HTML and not a .jpg photo, only the red x shows in your avatar.
When it shows as a photo when you look at it, that's probably because WebShots has a cookie on your PC, so it knows you're a member and lets you in. But the rest of us don't have that cookie, so all we see is the red x.

Or do I. Are you saying that since I have been to the photo my computer picks up a cookie so that allows the picture to show up? Maybe I will have to accept that WebShots is not a user-friendly place. This is interesting though. When I got the email notification of your reply, I clicked on the link of your reply and it took me to my photo. I wish everybody could see it. I spent a little time on it and it is kinda cool. Then I went to the beginning of the thread and there I could see the picture under my name. (Sometimes it's there and sometimes not) I clicked on the link to my pictures and guess what, I don't have permission either.
When I uploaded the pictures they were .jpg. I guess WebShots changes them.
