We have one big one brewing and another one likely behind it, both in the gulf. I can see some big time economic problems from both. They are going to jump fuel prices again, in fact already have. I hope the human toll is small. At least the new Governor of Louisiana is not taking any chances this time. All the models seem to indicate that New Orleans will be on the the east side of the landfall, the worst place to be. I am hopeful we do not see another catastrophic situation.
We can hope that lessons learned from Katrina are not forgotten. I too hope that losses are kept to a minimum. It seems from what I see on the news that they are better prepared than they were for Katrina. I haven't seen any rise in prices here, but then again We didn't drop like the rest of the nation. It will be interesting to see how FEMA acts this time around.

We know that there wont be as much damage from this hurricane as Katrina did. There just isnt much to damage.
I spent 9 months down there doing environmental cleanup and demolition. That place will never be the same as it used to be. The cleanup is only 40%-60% done depending on who you talk to. There has been some rebuilding, but not a whole heck of a lot. There is a stretch of levees right now that are only repaired to the point of holding back a 3-5 ft surge. If this storm brings the wind, 15-20 ft surges are to be expected.
Perhaps people will learn that it is not a good idea to build cities below sea level.

We did well over 100 million if roofing alone during Frances, Jeanne, and Wilma. We did not go to NO as contractors but we sent insurance adjusting teams and we are still in court. I have trials pending with Allstate and several others.
I prey this does not happen again. I also prey that stupid Nagin is evacuating NOW, because tomorrow night it will be too late.
The feds BTW really can't just come in and take over unless invited by the Governor and this time Governor Jindal won't let his ego get in the way. like blanco did.

In United States law, martial law is limited by several court decisions that were handed down between the American Civil War and World War II. In 1878, Congress passed the Posse Comitatus Act, which forbids military involvement in domestic law enforcement without congressional approval. The Military Commissions Act of 2006 possibly rescinds these limits by suspending habeas corpus, but the law is not clear on whether it applies to U.S. Citizens. Since, USNORTHCOM[5] has increased its direct involvement with civilian administration.
The National Guard is an exception, since unless federalized, they are under the control of state governors. [6]. This had changed. Public Law 109-364, or the "John Warner Defense Authorization Act of 2007" (H.R.5122), was signed by President Bush on October 17, 2006, and allowed the President to declare a "public emergency" and station troops anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities. Title V, Subtitle B, Part II, Section 525(a) of the JWDAA of 2007 reads "The [military] Secretary [of the Army, Navy or Air Force] concerned may order a member of a reserve component under the Secretary's jurisdiction to active duty...The training or duty ordered to be performed...may include...support of operations or missions undertaken by the member's unit at the request of the President or Secretary of Defense." [5] The President signed the Defense Authorization Act of 2008 on January 13, 2008. A provision in the enacted 2008 defense authorization bill repealed this section of PL 109-364.
It's compicated but if the governor nationalizes the guard it goes much easier.

Even though Gustav is still predicted to hit Louisiana,they are not taking any chances here in the Houston area,they have already shut down the Houston Ship channel to Inbound Ship Traffic,they are supposed to close the channel Tomorrow to O/B traffic as well.

Should speculators only have to pay a 15% tax rate in order to have more money to speculate with in things like oil and food or should we keep our levees and dykes and in good repair?
New Orleans got swamped because the Dykes were inadequate and in disrepair, not because of an error in judgement in placing the port city.

FEMA estimated there were only about 10,000 people left in the city, and the state said about 100,000 remained on the coast. Nearly 2 million people answered the call to leave south Louisiana in the days before Gustav's arrival, a massive evacuation effort designed to avoid the nearly 1,600 deaths suffered when Hurricane Katrina struck an unprepared Gulf Coast in 2005.

Did you see reports of I-10 out of Houston yesterday afternoon? It was basically a parking lot from just east of downtown Houston all the way into Lousiana. I think that probably answers your question. And don't forget the ones that evacuated from Beaumont and Port Arthur, and the western side of Louisiana.
