GPS survey equipment ?

I'm looking for a simple GPS system to use to take rough measurements around earth moving construction sites. I want to measure things like the size of borrow pits, haul distances, etc. I need it to be accurate to 4 to 6 inches and I don't want to spend more than about $1000.

Can anyone recommend something ?

Unless its supported by a nearby CORS station, ain't gonna happen for under $1k.
