How can a thread be "off topic" in an "off topic" forum???

The Ford Class Action thread was locked as being "off topic". Which rule did it violate? In which forum would it be considered "on topic"???

There are some topics that are not allowed anywhere on TheDieselStop. Partisan politics, religion, and gun control are the three most prominent. There are others - including something about lawsuits and pushing a "cause".
