1995 F700 with 5.9 only running 14lbs boost

I have a 1995 Ford F700 toterhome with the Cummins 5.9 and like the title says it only runs MAX 14 lbs. boost. Is this normal? From what I'm gathering this is a low number. What do I need to do to get the turbo turned up to make a little more boost? Is this motor I have the same as the 5.9 found in the 2500 and 3500 trucks? Thanks in advance for any guidance you all can give me.

It should be 15-18 psi boost.

Yes, it is the same engine that was used for the dodge pickup trucks.
