95 L8000 8.3L cummins only revs to 1500 rpm

A neighbor of mine has a 95 L8000 with and 8.3 cummins and ever since he bought it he can only get 1500 rpm out of it. Empty, loaded, highway speeds, neutral, even going down hill when the truck starts to push itself the engine will try and govern itself to 1500.

Any thoughts guys?

How about checking out the boost line that goes from either the intake manifold or the turbo over to the back of the injector pump. If this line has a leak, it wont let it fuel up. There's also a diaphram on the back of the pump where that same line goes in that can be checked.
