Aux. Idle Controller (Mine has one soft of?)

I have noticed on my 2000 Excursion PSD that after I sit in idle (Park) for about 3 or 4 minutes the motor RPM ramps to between 1000 and 1100 RPMs. I have just noticed this in the last week since it has just turned semi-cold here. It has done this when starting cold at around 32 F and when idleing after being warm and about 70 F outside. How high does the idle controller need to ramp the RPMs?

Does anyone else's Excursion do this?
