You all are living in lala land if you think you will get good milage with the X. I have kept hand calculated figures since 2001 and I can say for a fact my milage is as follows:
In town: 12 to 14 ish
Hiway: 18 to 22
Towing about 8k 10 +-
For the last 60k or so I have had a Walker big truck muffler, Jody's tunes(DP-Tuner), AIS air intake, and OEM tires and the above is all I get.
Anybody telling you you can get 28 is blowing smoke you know where!!

Agreed. My setup is similar and that's where my mileage seems to fall. I've never seen higher than 10 towing my 8500# 11 ft high toy hauler.
You won't see 28 mpg if you pushed it over a cliff with the key off.

No body gets 30mpg with an Ex. They're pullin yer chain.
I usually get about 18-19 mpg with a mix of driving, using my 80 econo tune. I get about 14 with my 7000 lb camper on it. Much better than the 12.5/6 I was getting with my 360 has motor.
As a daily average, anything over 22mpg is highly unlikely especially with a 4x4.
ours:
13-15 towing
16-17.5 around town
17.5-21 on the freeway depending the circumstances

I plan on the exact mods you have...and would LOVE to see those numbers.
My numbers, since buying the vehicle in '05
In town: 10-12
Highway: 14-16
Towing: 10-11
Going to 315's from 285's cut the in town and towing mileage by 1-2mpg, and the highway by 1mpg (actual, after adjusting for the tires). I got all puckered up about the mileage once, so I got on the highway and drove 20 miles at 55mph...and got 26mpg. My "lie-o-meter" as some call it is usually within 0.3 of hand calculated. I also notice that before the 315's I got 18ish at 65, 16.5 at 72, 15.5 at 75 and 14.5 at 78, and down from there. Most highway driving is done at 75-85mph out here in Utah, so I typically get 14-15mpg on trips unless I'm towing, and then it's 10 or so.

I have the Power Elbow along with a Banks Stinger Plus Kit and I'm not sure if it's worth it or not. The butterfly valve in the OEM down pipe does cause some restriction so I guess every little bit helps. I will say I do miss what the butterfly valve does. You don't have the two distinct sounds anymore in the morning The sound when the motor's cold and the butterfly valve partially closed and when the motor is warmed up and ready to go when the valve fully opened. I put in a better intake than what Banks offered along with better gauges. The kit is fairly mild compared to what one can get. I've never got better than 21.5 mayyyybe 22mpg.

Hey, I like that sound in the exhaust pipe when its cold too, its sounds cool. I am hoping to take the family on vacation this summer or early fall and just want to get the X in prime condition by then. I really want an ATS tranny and billet torque converter but its out of my budget right now. I work in a underground mine and the vehicles there take more abuse than anything I have ever seen. Rock does not give and the roads are not roads, just rock tunnels. There is over 200 miles of tunnel in the moutain. I have seen old dodges with the first generation cummins, chevy(duramax,6.2,and 6.5, and some fords with the 7.3. The only truck that is still there from when I started is a 99 super duty and I know the mechanic who drives it. Everytime I see him he pulls up and red lines, power brakes it, whatever he feels like at he moment and that thing keeps on tickin. He knows I have a 7.3 so he beats the crap out of it in front of me all the time to show me what it will do, I guess lol. You have to see him to understand how fun it is to see someone totally rod on something like that. A true testament to the 7.3, probably gets crappy oil and run low all the time but still runs like a champ. Anyway, kind of off the subject but the 7.3 is a hard core engine. I drove a AD55 Catepillar mine truck today. It has a ACERT engine but not sure what size, just read that the oil pans holds 16 gallons but could not find specs in the owners manual. All diesels underground.

Ok, here is my situation, I have a 02 ex with a mild lift and 3.73 gears,305/70-16 tires on 10 inch wheels, otherwise totally stock. I regularly to a 10k 31ft boat@ 10-12mpg, and just returned from a 520mile trip getting 15-16mpg not towing. I always run 72mph at around 2100rpm. I have ford severe duty air box and mbrp exhaust already but not installed. Also plan on the dp 4 pos chip......The hitch is my buddies 01 dually with exhaust, 80 hp chip, banks power elbow and kn filter and 4.10 gears always runs 75mph(2600rpm) and he gets more than 5mpg BETTER ALWAYS if not more. I am seriously thinking swapping to 4.10 gears I found in a gas 5.4 excursion. I am open to all opinions/comments. One added note the 4.10 gears have to be easier on my trans when pulling.
From 104K miles to 188K miles the best the X has gotten is 19.8 mpg. It was out West doing a lot of 55-65 mph driving.
It has averaged 16-17 mpg with a mix of city and interstate.
Towing 5K lbs got 14.5 mpg but didn't go above 70 mph. Towing 17K lbs it got around 10 mpg.
The vehicle is stock but will be doing exhaust some time this year along with a Jody Tipton tune. Next Winter don't want it ideling below 1,200 rpm's. May also do the same mods on the DRW. The SRW has a programmed PCM hitting 23.5 psi and 5in exhaust.
Running various programs/chips in the SRW from 40K-253K miles has never yeilded an improvement in fuel mileage. To get the extra hp and tq without getting worse mileage is a nice trade off.
It would be hard to believe that a 7,500 lb suv could get better fuel mileage than a 3,000 lb 4 cylinder two door car. Gonna have to say he's trying to either pull your chain or sell you something.

I get better MPG when I leave California and use out of state fuel. When I leave the state I get 20 MPG +or- 1 MPG and speed doesnt really matter anymore. This is all done with the mods listed in sig.
All MPG is hand calc.... the Ford MPG meter has me a +30 MPG most of the time

For you experts that think I'm blowing smoke when I said I got 28 mpg, when did you drive my truck with the parameters I stated? You didn't, I did. I got 28 mpg under those parameters. That was under optimum conditions and I haven't seen it since because I modified the truck. But with the Cummins going in, I might see it again. We'll see.

Agreed, every vehicle is different and the right combination can cause totally different results than someone elses mods. I think its all about figuring out the right combination of parts. Tuner-program,exhaust,intake,fuel,trans,torque converter,lubrication, the list goes on and one.

Someone stating that they got 28mpg in a stock 7.3 4x4 X, it's obvious that their either not hand calculating their mileage or their math is way off, extreme perfect conditions or not.

Some of you high milage guys are maybe not taking into account your bigger tires???? No amount of hand calculating will give correct results. Your speedo must be re-calibrated.
Now the question is.....did we buy these large SUV's and trucks for fuel economy??? I think not. But it is fun to see just how good we can get.
The best mine ever shows is like 15 on the computer but I am sure that is not too accurate. I have only had it about a month and mostly in town driving thus far. I just got my intake on and I am waiting to take a road trip and see what I am getting. My Jobe Performance Intake came dented up on the side and the stock crankcase ventilator tube would not line up and Reagan seemed very willing to do everything he could to make it right and is sending me a new tube and ups is coming to inspect the damage. It has rifling inserts and when you kick it down and let off the throttle, its makes a sweet loud swish noise. I noticed a big difference in power from third to 4th gear, its just takes off. I am very pleased. Now I have to fix my oil leak, pretty sure it is the turbo pedestal or HPOP. It had a super slow leak before and I think the seal finally just blew out from the extra boost or maybe I cranked on the turbo too much putting the new intake in. Anyhow, I am taking it into the ford dealership today at 3 and hopefully they dont try and screw me since I am pretty sure what it is.
