The way I saw it done, the person used a crescent wrench, sized it to fit the center of the filter cap, stuck a screwdriver through the hole in the handle and voila, it came loose. No $$ required.
I would use the wrench method described above, or buy an inexpensive strap wrench from Wal-mart. I myself have always been able to get the cover off by hand.

Snap-On Tools sells one for the Ford fuel filter cap for about $7. I saw a Snap-On truck stopped at a repair shop and pulled in. The guy sold me one and it works great. Attaches to a 3/8" drive ratchet.
I use the Snap-on tool. It makes the filter
change a very easy job. It was money well spent.
