No. The straps hold the plastic tank firmly inside the steel cover.
Watch out though, I piched the hell out of one of my fingers one time when the tank dropped down along the rear edge about 2"- I can't remember what else I got sandwiched against- trailer hitch maybe.
Another caution- overtightening the 6" diameter plastic ring that holds the pick-up tube will crack it. I put together some band clamps to hold it together to resolve that screw up.
As an aside for anyone who is going to drop the tank- the easiest way I've found to drop the tank on mine is using a sissor lift rolling cart I bought at Schucks for $100.
