Horn problem relay location?

Washed the interior of the truck the other day when all of a sudden the horn starts blaring.
Finally got the battery wires off just as the fuse blew.
Put in another fuse but when I hit the horn switch now it just blows out.

Could this be a bad horn relay?
Any idea where its located?

fathers 00 X had same issue blew fuses burned up horns, relay checked Ok, clock spring OK. Horn switch was shorted located INSIDE the airbag assembly. 800 bucks later he passed safety inspection. That hurt!!
