If you are referring to the metal bushing inside the rubber bushing, that is normal.
The purpose of the metal bushing is to prevent squeezing the rubber bushing so tightly that it would cause binding. When you have the 18mm wrenches on those lower bolts, the Ford spec I saw said to torque to 46 lb. ft.
The front upper and lower are to be tightened to 76 lb. ft. I do not know why the difference.
