what did ford change on the excursions from 2000 to raise the tow rating from 10,000lbs to 11,000lbs??
As I recall the numbers printed on the hitch and in the manual; however if you have a 2000 then it is rated at 10K not 11K

Though I have been told that the frame is thicker on the 2001.5 and later the only thing that I have found is that the 2000 hitch uses 14mm bolts while the 2001.5 and later hitch uses 18mm bolts.

mine is 10,000lbs i was wondering what is different on the later models to make the ratings heavier
The rating is limited because of the receiver-hitch rating. If you look at the previous pictures the first receiver-hitch has a rating of 10,000 lbs. and the second hitch has a rating of 12,500 lbs. the only thing I could find different were the bolts. The 2000 up to 2001 is limited by the hitch the 2001.5 to 2005 is limited by the GCWR. A loaded excursion is about 9,000 lbs. minus that from the 20,000 lbs. GCWR that leaves 11,000 lbs.

That's what I did. I wasn't worried about towing over 10,000 lbs. I wanted to be able to carry more tongue weight if need be. However, the 2000 receiver-hitch bolt holes are smaller so they would have to be drilled out or you would have to find a 2002 receiver-hitch like i did. I pretty much scored I found the receiver-hitch and bolts for $50. The bolts alone from most companies are over $100. It's difficult job drilling the bolts out though.

what did you use to get the rivets out? mine is a rusty mess and the hole is pounded out from rush that is flaking off...which was once metal. They say the hitch is over $500 and labor was $300...thats just wrong. I was thinking of sand blasting it but it should be replaced.

Yep. I wouldn't use the torque bolts though in case you want to take the receiver hitch off. I would just use 8 bolts of part number W708082-S426. The following is an e-mail I got from Ben at Powerstrokeshop.com - PSD and Ford Superduty Parts when I was doing my research.
Jerry, I believe that you are right about the bolts. The following part #'s will help upgrade your hitch. W708082-S426 (qty. 6) W707796-S427 (qty. 4) and 1C7Z17758AA (qty. 2). I am going to order some of these in for stock so I can compare the difference. I will let you know what I find. Thanks -Ben-

The two torque bolts need to be drilled out. For me this was a very time consuming process. I only dropped the tank about 2" or so and used magnet to retrive and place the bolts. Here's a couple pictures of the process.

Removal and Installation
WARNING:
Do not permanently remove the trailer hitch. Always reinstall the hitch before delivery of the vehicle to the customer. The trailer hitch is designed to enhance fuel system protection, helping reduce the potential for fuel leaks in the event of a rear end collision. Failure to follow this warning could increase the risk of injury in a rear end collision.
Note:
Do not reuse body support mounting fasteners. New fasteners must be installed for each fastener that has been removed or loosened.
1. Raise and support the vehicle.
µ2. Loosen the four fuel tank shield bolts. Do not remove the bolts.
µ3. CAUTION:
New shear bolts with the same part number must be installed. Do not use fasteners of lesser quality or substitute design. Torque values must be used as specified during installation to ensure correct retention of the trailer hitch.
Note:
The fuel tank shield will have to be positioned to one side and then to the opposite side to gain access to the trailer hitch mounting fasteners.
With the help of an assistant, remove the trailer hitch.
1 Note the location of the shear bolts prior to removal. Remove the two shear bolts in three stages.
n Stage 1: Using a 1/8 in. drill bit, start a pilot hole.
n Stage 2: Using a 1/2 in. drill bit, drill out the center of the shear bolt.
n Stage 3: Using a suitable air chisel, remove the head from the shear bolt.
n During installation, tighten the shear bolts until the bolt heads shear off.
2 Remove and discard the six bolts.
n During installation, install new bolts.
3 Remove the trailer hitch.
4. Remove the four nut and retainer assemblies. Remove the remainder of the two shear bolts from the nut and retainer assemblies.
l If the nut and retainer assembly is damaged during shear bolt removal, install a new nut and retainer.
5. To install, reverse the removal procedure.
