E-Series VansTechnical discussion of topics related to vans powered by any of the Navistar engines. This covers a broad number of years, but there isn't enough demand to split it any further.
At idle I do not hear the noise, but just off idle at 2 or 3 mph I hear a noise that for a better term, sounds like a sucking /rumbling/growling sound from the engine compartment and the van looses a small amount of power. The power loss would compare to an ac compressor kicking in. When you let off the throttle the sound goes away. You can hear and feel it up to maybe 20 mph, then the road noise etc. takes over. When the engine is cold, it is not noticeable until I drive it a mile or two. I thought maybe it was the vacuum pump making noise, but that would not explain the power loss I don't think. It starts great and no other noticeable symptoms. Any ideas?

Its your exhaust back pressure valve (EBPV). Its closing due to low oil and air temps. Its for a faster warm up. Most have system disconnected due to oil leaks.
Thank you for the reply. I will do a search to see where the EBPV is located, then check it for leaks.

Nope, eventually you get oil leaks from the actuator rod in the turbo pedestal that operates the EBPV.

While I love diesels, I don't need one, and unfortunately, after much deliberation its a hobby I currently cannot afford.......... Gone but not forgotten:

The EBPV engages when the motor is cold to give a faster warmup and to build more heat at idle. It partially blocks the exhaust, which is why you feel a power reduction.
If it is still engaged when the motor is hot, then there is a problem. Otherwise what you are experiencing is normal.
