93E350 7.3 E code23 & eratic speedometer

93 E350 7.3 210k,E40D transmission rebuilt 1yr/8k miles ago for a bad torque converter. Transmission shop modified front pump to apply full hydraulic pressure to lock torque conv. now getting e23 (throttle position sensor out of range)and tranny sounds like a pwr stearing pump low on fluid. Trans. shop read the code and said to have sensor checked. Checked sensor against new sensor ok. Also have eratic speedometer display bounces +/- 10 mph also affects cruise cnt. Replaced rear axle sensor with no change in either problems.Has any one else seen any of these problems? Any help greatly appreciated!

When you ran self test with the engine off did you hold the accelerator pedal to the floor? If not you will set a code 23.

I only tested sensor with an ohm meter. Can you describe the self test further? How do I reset the code?

You can run self test with an ohm meter, but I don't have the procedure to do it.

A code reader that will work on your truck is about $25 at most auto parts stores. You plug it into a connecter near the driver's side battery. The connector is in a cover that says "EEC TEST."

There are tow tests to run, a Key On Engine Off (KOEO) and Key On Engine Running (KOER). Turn the tester on and then turn the key on. Hold the accelerator pedal to the floor. The tester will start reproting codes in about a minute.

It will first report the codes of any fault that is prsent during the test, then will repeat the codes. After it repeats there will be a single beep. Then it will start reporting any code that has been stored in memory. Once it starts to repeat these codes you can turn off the key to erase all the codes.

Next you can run the KOER test. It runs without you pressing the accelerator and with the engine running. After this test it will report the codes of any problem it finds during test.

Thanks Mark that may really help me out here.
I saw on another post that that voltage range should be from 9v to 1.1 volts. Mine is 4.6 to 1.1 but my input voltage to the sensor is only 5 volts so maybe my problem is some where before the sensor. I am waiting on my Dad to send me his books on this mess. Maybe it will fix my speedometer prob too.
