Factory Trailer Charge Circuit

My 2000 E350 has a factory tow package and factory 7 pin trailer connector. However, I am confused whether the trailer charge pin that is run through the 40 amp fuse under the hood is hot all the time or only when the vehicle is running. I've tested the fuse on my van, and it is good, but I do not have power to the pin. The owners manual does not state that it runs through a relay, so I am assuming it is hot all the time. Can anyone verify, and better yet, have experienced a similar problem?

Yes, it runs through the 40amp fuse. It also requires a relay to be installed in the power distribution box, and it will then be controlled by the key. Takes a typical square relay with 4-pins. But check amp rating. most are 30 amp.

When I looked in the owners manual none of the relays listed were for the trailer charge circuit. Do you know which location?

On my 2004 van, it is in the battery junction box, located in front of the brake master cylinder. May not be the same location on your 2000.
