If it helps, I have the T-F 46 Gallon tank in my 04. And I believe it is the same tank that Salem-Kroger and SMB install in newer vans.
The tank was designed for Quigley conversions and uses the Quigley transfercase crossmember for support. You may have to fabricate a crossmember, but it is not a difficult piece to make. Maybe the Quigley crossmember has changed and the tank doesn't fit new Quigley's??? Or maybe it was an emmisions requirement that it doesn't meet???

If the 46 gal TF fits in 94, I'll make it fit in 95 for sure.
Btw, did the TF come from quigley installed or did you have to add it after you got it yourself? TF tells me they didn't start making them for quigleys until 97 or so...

That's an 04, not a 94 that I have. Sorry if I misread your original concern about the years.
