Hard brake pedal?

I have an 06 E350 6.0 that develops a hard brake pedal under a normal stop condition. The vacuum pump build to 25 in hg but does it slowly. I replaced the booster but the problem still exists. A new vacuum pump hasn't solved it either. The pedal seems to " push back"at you after an initial application. Any help would be great.

Mayby you have a restriction / leak in the vacuum system , check all you lines on the tree thingy.
