I think he means that his wife is a disabled veteran but not yet a member of the DAV.
I have bought two Super Duty's and a Mustang this way.
If you go this route you need to join far enough in advance of your purchase to allow them to process your membership and send out your membership card. You can get a PIN and even order a vehicle without the card but the dealer will need to make a copy of your membership card when the deal is finalized.
