next emergency! Tell me about Price Level

I just noticed that one of the members mentioned his order having a Price Level 017. I looked at the VOC that my dealer was working on, and it states Price Level 019. So what does this mean?

Ford increased prices effective 12/27/99. Price level 019 is the current price level for 2000 model year Super Duties. Price level 017 was the previous price level and was effective 9/27/99.

I ordered my truck at dealer cost and had a price level of 021. Maybe
Canadian levels are different.
